Consultancy Services for “Developing a Feedback and Grievance Redress Mechanism (FGRM) for the Fiji National REDD+ Programme

The Government of Fiji has received financing from the World Bank's Forest Carbon Partnership Facility (FCPF) towards supporting Fiji’s national REDD+ Readiness, and intends to apply part of the grant for consulting services.


This assignment is expected to be completed within 13 weeks after the contract becomes effective. The consulting services ("the Services") are requested for the development of a Feedback and Grievance Redress Mechanism (FGRM) for the Fiji REDD+ Programme, made up of two major elements: (i) response to concerns, complaints, disputes, and any other contentious issues arising during the readiness and implementation phase of the programme, and (ii) facilitation of a two-way communication process and an efficient outreach process to local communities.


The major deliverable of this consultancy is a proposed Feedback Grievance Redress Mechanism structure for the Fiji REDD+ programme, including a plan for regular review and improvement, based on detailed analysis of existing structures and consultations. The work is to be accompanied by training of iTaukei village headmen and Government field officers in utilization of the mechanism. A report detailing the outcomes of the training is part of the deliverables as well.

The Ministry of Forests now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The Services are to be provided by a Consultant firm or consortium. Local experts are encouraged.

Interested consulting firms should prove able to fulfil the following minimum criteria in order to be short-listed:

  • Capable technical and administrative backstopping structure;
  • Knowledge and understanding of REDD+, in particular safeguard requirements
  •  Expertise in social and community development and experience in local social structures and the land use sector regarding various forms of conflicts and disputes;
  • Expertise and experience with the legal, policy, and institutional frameworks for conflict and dispute resolution, as well as familiarity with international and national policies and legislation on human rights;
  • Communication expertise with experience in the development of communication plans and strategies and familiarity with a wide range of tools and med
  • Experience in conducting participatory consultations at all levels, especially at the community level
  • Sound expertise on assessing social and land tenure issues
  • Experience in Fiji or the Pacific will be a distinct advantage

The Consultants will work closely with the National REDD+ Steering Committee and the REDD+ Secretariat.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers, dated January 2011, revised in July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Short-listed consultants will be invited to prepare a full technical and financial proposal in accordance with the Quality-based Selection (QBS) method set out in the Consultant Guidelines.
